Hassan Fakhru, minister of trade and industry, estimated the combined GDP of the six-nation Gulf Cooperation Council (GCC) at around $1.4 trillion in 2011, the 13th largest in the world. He put the global GDP at around $70 trillion in 2011.</p>

The MP proposed punishing the violators of this law with up to six months’ imprisonment or fines of up to KD500, or both.</p>

Labour Minister Jameel Humaidan said that of the 7,718 people registered as jobless in the first quarter, 6,080 (79 per cent) were women, compared to 1,638 men. However, a report he submitted to the Cabinet yesterday details new plans to tackle unemployment, particularly among women.</p>

<p>The Interior Ministry in a statement on Wednesday dismissed the rumours circulating on the social media regarding Rajab. It stressed that all operations in Jaw Prison were normal and that all prisoners were being treated equally without malice or favour. Rajab was not in solitary confinement and was being housed with other inmates. He had not been transferred to another location, the ministry clarified. The ministry also referred to the high-quality care of inmates in the prison which, it said, had been verified by the visiting human rights representatives in the last two years.</p>

<blockquote><p>The Sultanate of Oman&#8217;s State Financial and Administrative Audit Institute (SFAAI) and the Ministry of Regional Municipality and Water Resources (MRMWR) have bagged first place in this year&#8217;s United Nations Public Service Awards 2013 (UNPSA 2013).  The winners will be honoured at a ceremony to be held in Bahrain in June this year.  The awards have been given in recognition of the achievements and contributions made to public services. The UNPS awards are the most prestigious international recognition of excellence in public services. The awards recognise the creative achievements and contributions of public service institutions towards more effective and responsive public service administration in countries.</p></blockquote>
<p><strong>Gulf exports over 80% of petrochemical production</strong></p>

<blockquote><p><strong> </strong>EQUATE Petrochemical Company said that Gulf countries export over 80% of their petrochemical production. On the sideline of the Fifth Gulf Petrochemicals &amp; Chemicals Association (GPCA) Supply Chain Conference, EQUATE President &amp; CEO Mohammad Husain said, “These exports have included over 30 million metric tons (MT) of petrochemicals during 2012, while they were only 10 million MT in 1999 which is an increase of over 250% in just 13 years with an average annual growth of exports by 5%.” Husain noted a number of challenges facing Gulf exports, such as port congestions, inadequate infrastructure and instability of market conditions, explaining that despite all these challenges, the Gulf’s international exports continue to increase.</p>

<p>Increasing use of Twitter and other social media forums by their citizens has authorities in some GCC countries worried, prompting them to mull ways to impose restrictions, media reports suggest. The countries getting nervous and thinking of tightening screws on social media users include Saudi Arabia, Bahrain, the United Arab Emirates and Kuwait, according to several regional news websites and newspapers. Bahrain, which is facing an uprising, the UAE and Kuwait have even arrested and jailed several tweeters — some for as long as 10 years. Kuwait-based newspaper Al Rai (which means opinion in Arabic) reported that the government recently decided to award a $250m contract to a foreign firm to closely monitor tweeters in the country.</p>

<p><strong>Opec: Total aims to re-develop oilfield in Qatar</strong></p>

<p>Company officials have stated that the field, situated offshore Qatar, is now in need of re-development work to stabilise output and boost its capacity. Leschi was quoted as saying that it had not yet been determined how much investment would be made in the field and to what extent production could be hiked under a re-development programme, which Opec bulletin said, could be implemented over a five-year period. At present, the field operated with some 60 wells and eight platforms. Any new project would most likely require further wells being drilled, as well as additional platforms. Total’s chief in Qatar Stephane Michel said the renewal of the licence was a sign of QP’s confidence in Total being able to maximise the recovery rate at the field.</p>

<p>The Iranian leadership has a successful track record of emerging as the winner whenever a sovereign state in the Middle East experiences instability, civil war or foreign intervention. For instance, the protracted civil war in Lebanon created a ripe environment for Iranian leaders to give birth to one of the strongest non-state actors in the region, Hizbollah. Also, after the 2003 US invasion of Iraq, Iranian leaders were immediately able to help create a powerful Shiite proxy in Iraq &#8211; the Mahdi Army &#8211; as well as coordinate with Shiite leaders to infiltrate Iraqi governmental affairs. The Iranian leadership and Revolutionary Guard&#8217;s strategies are characterised not by public or foreign interventions, but by clandestine investments in local, community-based, organised groups that empower a proxy capable of fighting not only regional governments but world powers.</p>

<p>This low rate of employment for Saudi women is quite low by international standards, where the rate of employment for women reaches an average of (57) percent in industrialized countries. Saudi Arabia has made great advances in educating women, but that has not enabled them to find gainful employment outside the house. In one generation, Saudi women went from having one of the lowest literacy rates in the world, to having one of the highest rates of university education. There are in fact more women university students than men in Saudi Arabia. However these significant achievements in educating women have not translated into significant employment opportunities. According to CDSI figures, nearly (80) of unemployed Saudi women hold university degrees.</p></blockquote>

The two Iranians and the Kuwaiti who received life terms were active soldiers in the Kuwaiti army when they were arrested in May 2010, while the fourth man is an ex-soldier in the Kuwaiti army. The two Iranians and the stateless are brothers while the Kuwaiti is the husband of the woman defendant who is also the daughter of one of the Iranians sentenced to life in prison.</p>

At present, Kuwaiti women can seek retirement with full benefits after they complete at least 15 years in service provided they reach 40 years of age. The government had in the past rejected similar proposals because of the financial cost as the measure overburdens the country’s pension system which is facing a huge deficit. <p>More than a third of the Arab population is now below the age of 15. With youth unemployment at 25 per cent, the risk is that a lack of opportunity will fuel instability and alienation instead. Finding productive and creative outlets for the aspirations of young Arabs is one of the most crucial long-term security challenges we face today. Major efforts have been made to improve educational outcomes with considerable success. Literacy rates, especially among the young, have increased substantially and often stand in comparison with some of the best-performing countries in the world.</p>

Labour has brought with it socio-cultural habits: the celebration of the Chinese new year in the Gulf, marking of Diwali across the GCC countries, a growing interest in traditional Asian customs and the popular Hindu celebration of Holi. According to Ehteshami, with domestic maids from the Philippines and India being found in the majority of GCC Arab homes, a loss of native culture has been observed among the new generation. By the time a child is 7-8 years old, s/he will know English as well as common terms and slang in Hindi and Filipino, besides identifying with cultures, religions and traditions that are not their own.</p>

<blockquote><p>The officials said that out of the 19,500 Kuwaitis listed as unemployed, there are 5,100 females aged 40 and above and 8,751 holding intermediate degrees and lower. MPs however expressed reservations at the government measures regarding unemployment. MP Nasser Al-Marri said Kuwait government needs around 9,000 jobs annually and the number of jobs available in the private sector every year is 109,000 but the private sector has fired 1,750 Kuwaitis. MP Ahmad Lari said the government has not answered several questions about unemployment especially why Kuwaitis seek jobs in the public sector and shun private jobs.</p>

<li>Annual Arab-U.S. Policymakers Conference, regarding which the most recent one that was held October 25-26, 2012 drew 1,250 participants and in addition to the proceedings featured receptions hosted by the Embassies of Bahrain and Jordan as well as a luncheon by the U.S.-UAE Business Council, coverage by six dozen broadcast and print media and the live filming and simultaneous broadcasting by C-SPAN, allowing the Conference&#8217;s sessions to be viewed by millions worldwide;</li>
<li>15 Model Arab League Programs throughout the United States and three in other countries in which over 2,200 American and other countries&#8217; university and secondary school youth participated in an Arab-U.S. relations leadership development exercise the likes of which one will not find elsewhere;</li>
<li>16th Annual Oman Cultural Immersion Program for armed forces officers selected by the Commander of the U.S. Central Command;</li>
<li>Annual Year-Round University Student Internship Program in addition to, for the fourth year in succession, Summer University Student Internship Program in cooperation with the Elliott School of International Affairs at The George Washington University in the heart of the nation&#8217;s capital, for which there was the highest number of applications to date, the placement of interns at 18 sister foreign affairs organizations where they obtained fulltime professional work experience, and the administration of a parallel academic seminar on &#8220;Arabia and the Gulf&#8221; chaired by the Council&#8217;s President and CEO;</li>
<li>Continued facilitation of applications and the selection process for American and other students enrolled in Arabic language and cross-cultural study programs in Lebanon, Morocco, and Jordan;</li>
<li>Founding President and CEO Dr. John Duke Anthony’s service during the Fall Semester as Dean&#8217;s Visiting Chair in International Studies and Political Science at the Virginia Military Institute in Lexington, Virginia, where he taught the Institute&#8217;s first-ever course on &#8220;Politics of the Arabian Peninsula&#8221;;</li>
<li>Five U.S.-Arab Relations- and U.S.-Gulf Cooperation Council-centric public affairs educational events on Capitol Hill and elsewhere in the nation&#8217;s capital for Members of Congress, Congressional staff, the international diplomatic corps, the media, and representatives of public policy interest groups;</li>
<li>Ongoing annual cooperation with the Abu Dhabi-based Emirates Center for Strategic Studies and Research (ECSSR), inclusive of the Center&#8217;s hosting for the third year in succession of Council-organized and escorted delegations comprised of representatives of America&#8217;s strategic armed services officers of tomorrow from the United States Military Academy, Naval Academy, and Air Force Academy;</li>
<li>Continued annual cooperation with the Jeddah, Saudi Arabia-, Geneva, Switzerland-, and Cambridge University-based Gulf Research Center&#8217;s Annual Gulf Research Meeting at Cambridge University;</li>
<li>Presentation of Distinguished Public Service Awards to three extraordinary individuals in recognition of their respective exemplary contributions to and unstinting efforts in support of the betterment of Arab-U.S.-Relations: H.E. Dr. Clovis Maksoud, former Ambassador of the League of Arab States to the United Nations and founder of the Center for the Study of the Global South at American University in Washington, D.C.; The Hon. Andrew Killgore, Founding President of the American Educational Trust and former American Ambassador to the State of Qatar; and Mr. Richard Curtiss, Founding Executive Director and Editor of the Washington Report on Middle East Affairs;</li>
<li>Utilization of information technology for launching a new weblog (“blog”) on Arabia, the Gulf, and the GCC by Dr. Anthony; and</li>
<li>Receipt, for the third consecutive year, of coveted awards from international charity evaluators in recognition for overall transparency and professional effectiveness in the course of continued exemplary adherence to the highest possible standards of fiscal accountancy and management.</li>

<blockquote><p>Since taking office on February 1, Kerry has plunged into the maelstrom of the Israeli-Palestinian conflict in the hope of breaking the impasse and seeing a resumption of some form of talks. He has suggested the Arab Peace Initiative could provide a framework for a future deal. For Israel, the principle of swapping land is a way to hold on to densely populated Jewish settlement blocs built on occupied Palestinian land. Although the Palestinians accept the idea of “minor and mutually agreed land swaps” they have rejected outright any idea of letting Israel hold on to large swathes of settlements. Until now, Israeli Prime Minister Benjamin Netanyahu has categorically rejected outright any return to what he has said would be the “indefensible” lines before June 4, 1967.</p>

<blockquote><p>Saudi Arabia&#8217;s Minister of Petroleum and Mineral Resources Ali I. Al-Naimi presented his views on developments in the global energy market at the Center for Strategic and International Studies today. Saudi Arabia has almost one-fifth of the world&#8217;s proven oil reserves, and it is the largest producer and exporter of total petroleum liquids in the world, <a href="http://www.susris.com/2013/02/12/analysis-saudi-arabia-energy-profile-update-u-s-eia/" target="_blank" data-mce-="">according to the Energy Information Agency</a>. It was the world&#8217;s largest producer and exporter of total petroleum liquids in 2012, the world&#8217;s largest holder of crude reserves, and the world&#8217;s second largest crude oil producer behind Russia.  The EIA provides a useful analysis of Saudi Arabia&#8217;s energy profile in their Country Analysis Brief, including: Saudi Arabia’s oil and natural gas operations are dominated by Saudi Aramco, the world’s largest oil company in terms of proven oil reserves and production.</p></blockquote>

<blockquote><p>The Federal National Council has passed the 2011 end-of-year audit report, but members complained that it again breached rules despite new regulations put in place. The report highlighted numerous problems in several federal departments. The majority of these were the same as in the 2010 report. They included emirate-level traffic authorities &#8211; except Abu Dhabi &#8211; not passing on revenue from fines to the federal government, and Umm Al Quwain&#8217;s federal court continuing to send court fees to the local government. Last year, the council refused to pass the accounts in protest over breaches of the rules. It later approved it after the Minister of State for Financial Affairs, Obaid Al Tayer, gave assurances that a new zero-based-budget system would be put in place</p>

<p>Sultan Qaboos Bin Said has been taking measures to increase pay, create jobs and improve political representation after his forces repressed demonstrations that broke out mostly in the northern coastal city of Sohar. Those followed uprisings against poverty and dictatorships that shook Arab countries in 2011 and that led to regime change in <a href="http://topics.bloomberg.com/tunisia/">Tunisia</a>, <a href="http://topics.bloomberg.com/egypt/">Egypt</a>, <a href="http://topics.bloomberg.com/libya/">Libya</a> and Yemen. Discontent in Oman was exacerbated by the nation’s proximity to richer oil-producing neighbors like the <a href="http://topics.bloomberg.com/united-arab-emirates/">United Arab Emirates</a> and Qatar. With a population of 2.7 million Omanis and 600,000 expatriates, it produces just about 850,000 barrels of oil a day. The U.A.E., with a population of 5.5 million of which 20 percent are nationals, produces 2.7 million barrels a day.</p>

The morning session of the conference focused on “The Post-Revolution Political and Constitutional Transitions,” and featured presentations by: Ms. Alexis Arieff, Analyst, Congressional Research Service, Library of Congress, Washington DC; Dr. Alaya Allani, Professor of History, Manouba University, Tunis; Dr. Ghazi Gherairi, Law Professor, University of Tunis, Tunis; Secretary General, The International Academy for Constitutional Law, Tunis; and Dr. Ahmed El Hamri, Development Economist, Academia; Consultant, The World Bank. Dr. I. William Zartman, Professor Emeritus, The Johns Hopkins University, School of Advanced International Studies, Washington DC, served as Moderator.</p>

<blockquote><p>The Gulf Monetary Council has signed an agreement declaring Riyadh as its headquarters here yesterday.<br />
The agreement was co-signed by Deputy Minister of Foreign Affairs Prince Abdul Aziz bin Abdullah representing the Kingdom and Chairman of the Board of Directors of the council Fahd Al-Mubarak representing the council.<br />
Saudi Arabia, Bahrain, Qatar and Kuwait are the four members in the monetary council, the Saudi Press Agency reported yesterday. The council aims to launch a single currency at least by 2015, according to earlier reports.</p>

The new company is based in Riyadh as a closed joint stock entity and 70 percent of its capital has already been paid up by its founding members. Its 10 million equities are each of SR 10. The company will invest in farming and establish agricultural projects for crops such as rice, barley, fruits, olives, vegetables, cattle feed and all other agricultural products.</p>

			<content:encoded><![CDATA[<p>On March 5, 2013, the National Council on U.S.-Arab Relations along with The Maghreb Center, The Johns Hopkins School of Advanced International Studies, and The International Council for Middle East Studies, hosted a conference on “Constitutionalism and Human Rights in Tunisia: The Islamist-Led Democratic Transition Post-Arab Spring” in Washington, DC. The afternoon session of the conference focused on “The Future of Women&#8217;s Rights, Minority Rights, and Freedom of Expression in Tunisia,” and featured presentations by: Mr. Eric Goldstein, Deputy Director, Human Rights Watch; Ms. Naziha Réjiba, Journalist, Human rights activist, and  2009 Recipient of the International Press Freedom Award of the Committee to Protect Journalists; and Dr. Nancy Okail, Program Director, The Freedom House, Washington DC. Dr. Nejib Ayachi, President of The Maghreb Center, served as Moderator.</p>

The Saudi portion of the package is said to include advanced precision air to ground missiles and the Hagel visit will help to conclude negotiations on final details.</p>

The Gulf kingdom has been wracked by civil unrest for two years. The violence has left at least 50 people dead.</p>
